No h) Do you support abstinence-only sexual education programs?
We need to foster a strength based community built upon a foundation of character, integrity and empowerment of one?s own life choices. I do not struggle with a woman's right to choose. I encourage women to choose, while knowing these choices could be better made with the benefit of preventative and educational services facilitated by public funding which have been proven to have a major impact on reducing the number of unplanned, unwanted pregnancies. This is a less divisive path that will promote a more healthy and socially responsible sexual ethic that protects the dignity and equality of a woman.

Can't afford to continue to cut the funding levels of the above areas. We will have to do more than fix the deficit. We need to change the entire structure in which we budget and tax. Until this is done, there should be a moratorium on any new legislation that has a fiscal impact until the legislature sits down and determines the State's priorities. Those priorities then must be supported by a strategic budget that will pay for those priorities.
While unemployment is at an all time high, the need to raise taxes should be limited to infrastructure maintenance (housing, energy, education, health care, and transportation) sectors that will create jobs, and those funds should be targeted and protected against other uses. There should also be a sunset and periodic review of all tax credits/incentives.
Every line item needs to be on the table as we evaluate for waste and purpose including boards and commissions. We need to curb the use of wasteful tax expenditures and impose stronger performance and accountability standards on all tax expenditures to determine whether or not they are achieving the public's highest general benefit to minimize the restriction on state revenue streams that can be used for education and other infrastructure funding. To often, we avoid having meaningful discussions about making government accountable for the money it already has.

Yes f) Should illegal immigrants who graduate from California high schools be eligible for in-state tuition at public universities?
I don't support funding charter schools at the expense of traditional public schools. Charter schools should be held accountable for improved student achievement and sound business practices. Charter school boards and executive officers must comply with the same conflict of interest laws and reporting regulations that public school boards and executive officers follow. Requiring anything less perpetuates a two-tier public education system that takes us back to the policies of “Separate but not equal”. It further undermines our ability to adjust to the needs of our students and the changing demands of our society.

I define marriage as a covenant union between a man and woman as defined by the traditional faith based community but don’t believe privileges under the State or Federal government should be given to some and denied to others. Secular government should recognize all civil unions, both same sex and opposite sex as legal civil unions. The state should provide the dignity and legal rights for all couples who want to be joined together for life. The church should continually bless unions that it sees fit to bless according to its traditions, even if that should include same sex couples
1. Creating a healthy business climate that attracts and retains jobs here in the High Desert 2. Retain the current employers and expand our clean economy, bringing high paying jobs to the region 3. Protect education funding to prepare students for success and help facilitate transitioning adults for competitive employment with re-training We need balanced solutions and by prioritizing a direction for the state, looking at short and long- term costs and impacts, and committing the necessary funding, we can avoid the current behavior of knee jerk decisions for political expediency that we all end up paying a price for.
